It's Australian slang for any person whose real name is unkown. It's a bit like John Doe, but Joe Bloe is used humorously. (John Doe is very rarely heard in Australia).

I was kidding, it was not my first sighting, so you guessed 100% correct. It was pop culture geek humor, apparently at its subtlest

Why, I even once did a sort of comic strip about Buddy Christ running into his old pal Jaheezus on the street. This was at an earlier time and it is not as topical today but here is a link.
