Corporate headquarters at the Holy Roman Cash Corporation has issued a directive to regional managers (bishops) advising them that it is not necessarily required that they turn in child raping salesmen (priests) to the police.

"According to the state of civil laws of each country where reporting is obligatory, it is not necessarily the duty of the bishop to report suspects to authorities, the police or state prosecutors in the moment when they are made aware of crimes or sinful deeds,"

My mom is utterly and unshakably convinced that the HRCC has done and is doing everything possible to make sure the problem remains solved. (Note my careful wording: she believes the problem has been solved.)

Well, there may be a way of looking at the situation obliquely that fails to reveal her error.  One might believe that HRCC has gotten rid of all the salesman and mangers already exposed by the press, except, er, um, they haven't.  Never mind.

Old Francis will finish up getting sacked like Ratzi if he can't stop his Monsignors from putting such crap into public documents. It's all supposed to be done secretly these days.

There are layers of political filth and intrigue. Perhaps vested interests are trying to embarrass the pope. Afterall, palace politics.
